The challenge

Islington Council operates a diverse fleet of 561 vehicles supporting services across housing maintenance, waste and street cleansing, grounds maintenance, accessible community transport, and shared operational use. With annual operating costs of approximately £2.28 million and a £25 million vehicle renewal programme planned over the coming years, the council needed a clear, evidence-based view of how the fleet is used.

As the council progresses towards its net-zero ambitions and manages rising service demand, PA Consulting was engaged to develop a future fleet strategy that would improve operational efficiency, control long-term costs, and align fleet decisions with environmental objectives. Doing this required a detailed understanding of vehicle utilisation, duty cycles and operational patterns drawn from real-world data.

The approach

PA Consulting used the Dynamon ZERO platform to consolidate and analyse 12 months of telematics data from across Islington’s fleet. ZERO mapped how every vehicle was operating day-to-day — covering mileage, dwell times, geographic patterns and duty cycles — and turned raw telematics into a structured view of fleet behaviour by service.

Using this analysis, the fleet was segmented into five operational groups: Accessible Community Transport, Grounds Maintenance, Housing Services, Waste and Street Cleansing, and pool and shared operational vehicles. Each group was assessed independently, recognising that duty cycles, mileage profiles and operational constraints vary significantly between services.

The platform also surfaced where vehicles operate geographically, distinguishing journeys within the borough from those routed outside it, and split operational from non-operational mileage. This allowed PA Consulting to model electrification scenarios against real operating data, identify vehicles best suited to early EV transition, and flag duty cycles that may require operational change or infrastructure investment to electrify.

By grounding the strategy in twelve months of evidence rather than assumed averages, PA Consulting and Islington could engage operational teams with data they recognised — strengthening the foundation for renewal and transition decisions.

The results

Islington Council now has a clear, data-led view of how its fleet operates today and a robust analytical foundation for future planning. The work delivered a comprehensive fleet dataset and telematics analysis the council can continue to use, with utilisation, operational mileage and fleet performance trackable on an ongoing basis.
